I also thinked that my usage is correct, yep there was couple of typos.
Interesting part is that there is no errors highlighted by debug mode, but still above code print both language options to footer when it is loaded.
So I believe that for some reason it seems that php if-statements don't work within this approach at footer.
any idea what to try next?
